Antique Ship's Caulking Chisel Tool, circa. 18th-early 19th century.  

The actual caulking material comprised of cotton yarn or string, oakum, which was usually the yarn from which manila or hemp cordage was made, then tarred with pitch.  The material would be pressed in between the deck boards or side planks.
